What Is a Consumption Lounge?
A consumption lounge is a licensed space where you can purchase cannabis and consume it on-site — legally, indoors or outdoors, without worrying about California's ban on public consumption. Think of it as a bar, but for cannabis instead of alcohol. You buy your product, sit down, and use it right there.
Oakland is the East Bay's consumption lounge hub, with four active lounges offering different experiences: equity-owned community spaces, event venues, and outdoor patios. San Francisco has more than 10 lounges across the Bay, but Oakland's scene is growing and carries a distinctly East Bay character — less curated, more community-driven, and deeply connected to the equity movement.
AB 1775: Food, Drinks, and Live Performances
Assembly Bill 1775, effective January 2025, expanded what consumption lounges can do. Before AB 1775, lounges could only sell cannabis — no food, no drinks, no entertainment. Now lounges can:
- Serve food (prepared on-site or catered)
- Serve non-alcoholic beverages
- Host ticketed live performances (music, comedy, art events)
AB 1775 transforms lounges from consumption-only rooms into genuine social venues. Several Oakland lounges, particularly Urbana, have leaned into the events provision to build programming that draws people for reasons beyond buying cannabis.
Since AB 1775 (January 2025), consumption lounges can serve food, non-alcoholic drinks, and host live performances. Oakland's Urbana has embraced this fully with vendor showcases, watch parties, and community events. Check lounge social media for upcoming programming.
Oakland Consumption Lounges
NUG Oakland — 1600 Broadway
NUG Oakland holds the distinction of operating Oakland's first licensed consumption lounge. Located in the former Oaksterdam University building at 1600 Broadway, NUG sits in the symbolic center of the Oaksterdam district where legal cannabis began. The lounge is equity-owned and integrated with NUG's dispensary, meaning you can purchase cannabis downstairs and consume it in the lounge under the same roof.

NUG is the most straightforward lounge experience in the East Bay: walk in, buy product at the dispensary counter, take it to the lounge, consume. The equity ownership and historic location add meaning, but the primary draw is convenience — this is the easiest place in Oakland to buy and smoke legally without planning ahead.
NUG's lounge occupies the former Oaksterdam University building. When you consume here, you are sitting in the building that housed the world's first cannabis college — the same building the DEA raided in 2012. It survived. The lounge is the latest chapter.
Root'd in the 510 — 4444 Telegraph Ave
Root'd in the 510 in the Temescal neighborhood is an equity dispensary and consumption lounge that takes the equity concept further than most. Root'd is a founding member of the Equity Trade Network, a coalition of equity-owned cannabis businesses that prioritize sourcing products from each other. That means not only is the dispensary equity-owned, but the products on the shelves — and in the lounge — come from equity-owned cultivators and manufacturers.
The Temescal location puts Root'd in one of Oakland's most vibrant neighborhood corridors, surrounded by restaurants, coffee shops, and small businesses. The lounge serves as both a consumption space and a community gathering point for the equity cannabis movement in Oakland.

Urbana Oakland — 415 W Grand Ave
Urbana at 415 West Grand Avenue has leaned hardest into the social-venue potential that AB 1775 unlocked. The dispensary and lounge hosts a regular calendar of vendor showcases, watch parties, and community events that treat the space as a hub rather than just a place to smoke. If you want to experience the East Bay cannabis community as a living, gathering thing — not just a transaction — Urbana is where that happens.
The events programming sets Urbana apart from every other lounge in the East Bay. While NUG and Root'd focus on the dispensary-plus-lounge model, Urbana is building something closer to a cannabis community center — a place where people come for the event and stay for the consumption, or vice versa.

The Happy Lounge — Outdoor Consumption
The Happy Lounge is an outdoor consumption space that was originally adjacent to Blunts + Moore dispensary (now closed). Despite the dispensary closure, the lounge continues to operate as a standalone consumption venue and was named Best of East Bay 2023. The outdoor format offers a different experience from the enclosed lounges — open air, natural light, and a more relaxed atmosphere.

The Happy Lounge is the East Bay's only outdoor consumption space and was named Best of East Bay 2023. If you prefer open air over enclosed rooms, this is your spot. Bring your own product or check if on-site purchasing is available.
Berkeley: Permitted but Not Yet Operating
Berkeley's zoning code permits consumption lounges, but as of March 2026, no lounge is currently operating in Berkeley. Given the success of Oakland's lounge scene and Berkeley's cannabis-friendly political environment, it is likely a matter of time. Check back for updates.
Lounge Rules and Etiquette
- 21+ with valid ID. Same requirement as dispensaries.
- No alcohol. California law prohibits alcohol in cannabis consumption lounges. Non-alcoholic beverages are permitted under AB 1775.
- Respect the space. Lounges are shared environments. Be mindful of smoke volume, noise, and other guests.
- Tip staff. Lounge attendants, like budtenders, work for base wage plus tips.
- Start low. If you are new to cannabis, lounge staff can help you dose appropriately. Ask before your first puff or bite.
- Cash preferred. Same payment limitations as dispensaries apply.
